Los Jefes de División de presupuesto dependientes de la Dirección General del Presupuesto, de común acuerdo con los respectivos ordenadores, deberán distribuir equitativamente los gastos generales dentro de los diferentes conceptos de cada rubro, a fin de que todos los servicios sean atendidos oportunamente, La Contraloría General de la República se abstendrá de refrendar giros cuando observe que un determinado gasto se hace con detenimiento de otros servicios, y dará cuenta de ello a la Dirección General del Presupuesto.
