La partida a que se refiere el artículo anterior será incluida en el Presupuesto Nacional de la próxima vigencia, pero si así no se hiciere, queda facultado el Gobierno para abrir los créditos o efectuar los traslados indispensables para dar cumplimiento a la presente Ley.
