Artículo tercero. Mientras subsista el estado de sitio, todos los delitos y las conductas antisociales de competencia dela Justicia Penal Militar, se investigarán y fallarán por el procedimiento de los Consejos de Guerra Verbales. Los procesos penales en curso por los delitos de secuestro y de extorsión pasarán inmediatamente a la jurisdicción penal militar en el estado en que se hallen; las investigaciones adelantadas en ellos tendrán plena validez, pero el juzgamiento se efectuará en la forma prevista en este artículo.
