Autorízase al Gobierno para contratar un empréstito hasta por la cantidad de veinte millones de pesos ($20.000.000.oo) que se destinaran exclusivamente al desarrollo de la red nacional de carreteras automóviles, de acuerdo con el plan que forme el Gobierno asesorado por técnicos competentes en la materia.
