° Tan pronto como se termine el cargue de cada carro o vagón del ferrocarril en el muelle de Puerto Colombia, se cerrará aquél con candado fuerte y seguro y se sellará debidamente. Estos carros o vagones no podrán ser abiertos sino en el acto del descargue en los almacenes de la Aduana.
