Vigencia. El presente decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el artículo 90 de la Ley 30 de 1986, el artículo 2º del Decreto 585 de 1991, el artículo 13 de la Ley 99 de 1993 y el artículo 15 de la Ley 160 de 1994, y deroga todas las disposiciones que le sean contraias, especialmente el Decreto 1868 de 1994, el Decreto 2094 de 1994, el Decreto 2915 de 1994, el Decreto 1687 de 1997 y el Decreto 2428 de 1997.
