Facúltase al Gobierno Nacional para celebrar un acuerdo con los Bancos Agrícola Hipotecario y Central Hipotecario, en virtud del cual estos Bancos Concurran a la fundación de las Secciones Hipotecarias de las Seccionales de Crédito Agrario, suscribiendo acciones en cada una de las que se establezcan, en una proporción que corresponda a la capacidad económica de cada región.
