Por el Ministerio de Obras Publicas se nombrará un Inspector ad honorem de la obra, y el informe mensual que este empleado rinda acerca de los trabajos ejecutados, servirá de base para ordenar o no el pago de la respectiva cuota, según que de ese informe aparezca o no invertido en su totalidad el contado correspondiente al mes anterior.
