Los Lazaretos de la República son lugares de asilo para las personas atacadas de lepra, y su organización y régimen se encaminaran a obtener el aislamiento y tratamiento científico de todos los pacientes, sea cual fuere el estado de la enfermedad y la clase social a que pertenezcan. Las providencias que se dicten en esta materia prevalecerán sobre cualesquiera tras que autoricen actos que puedan ser causa directa o indirecta de la propagación de la lepra en el país.
