El personal del Consejo Universitario, creado por el Artículo 27 de Ley 39 de 193, será aumentado de conformidad con las nuevas entidades que hoy funcionan o que hayan de establecer en relación con la enseñanza profesional, a discreción del Ministerio de Educación Nacional, y tendrán las funciones de Comisión asesora en el ramo de educación, como Cuerpo consultivo del Gobierno en todo lo que se relacionar con la marcha ordenada y técnica de la enseñanza primaria, secundaria, profesional, artística y comercial.
