Concepto previo para constitución de región administrativa y de planificación. La Comisión Especial de Seguimiento al Proceso de Descentralización y Ordenamiento Territorial del Senado de la República, conforme a su competencia y previo el cumplimento de los requisitos y procedimientos establecidos por su Mesa Directiva, emitirá concepto cuando se presente solicitud de los gobernadores interesados en constituir, mediante convenio, una Región Administrativa y de Planificación.
