Art. 1.° Miéntras se lleva a cabo el planteamiento de la Escuela central creada por el decreto de 1.° noviembre de 1870,orgánico de la Instrucción pública, establécese en la capital del Estado de Cundinamarca una Escuela normal, a cargo de un Director, que lo será el señor Ernesto Hotschick, con la asignacion anual estipulada en el contrato celebrado con dicho señor por el Cónsul jeneral de Colombia en Berlin el 1.° de octubre del presente año, i concluido en esta ciudad el 22 de noviembre; i de un Sub-director con el sueldo de $960 por año.
