Art. 2.º Autorízasele igualmente para ordenar el pago de los gastos que resulten del contrato celebrado por el Cónsul de la República en Nueva York con el actual Comandante de la Cañonera "La Popa," hasta el día en que pueda renovarse el personal de empleados y tripulación, que ahora la sirven por empleados colombianos, procurando que esto se haga dentro del menor término posible.
