Autorízase al Gobierno para que, una vez construido el nuevo edificio destinado a la Administración de la Aduana, ceda al Municipio de Cartagena el edifico colonial donde actualmente funciona dicha dependencia, situado en el plaza "Rafael Nuñez", con la condición de que el Municipio proceda a repararlo convenientemente, sin variar su estilo, para ocuparlo como Palacio Municipal o facilitar el funcionamiento de oficinas relacionadas con el progreso de la ciudad.
