Art. 31. El Gobierno dará de preferencia, en igualdad de circunstancias, colocación en las obras públicas a los alumnos o ingenieros que hayan cursado en las Facultades de Matemáticas e Ingeniería y en la Escuela nacional de Minas, teniendo en cuenta la capacidad de cada uno de ellos en relación con los puestos que soliciten.
