º. Ninguna autoridad, a excepción del gobierno nacional podrá modificar el régimen salarial y prestacional señalado en las normas del Decreto 1444 de 1992 y los que lo adicionen o modifiquen y el previsto en el presente Decreto, de conformidad con lo establecido en el artículo 10 de la Ley 4a de 1992.
