El gobierno nacional se encargara de la construcción de un gran acueducto que, partiendo del rio magdalena u otro cualquiera, suministre agua potable a las siguientes poblaciones en las sabanas de Bolívar: Buenavista, Juan Arias, San Pedro, Sincé, Nueva Granada, Ovejas, Corozal, Morroa y Sincelejo.
