Artículo tercero . Los establecimientos de educación secundaria practicarán exámenes de habilitación a los alumnos que a ellos tuvieren derecho, invariablemente antes de matricularse en el curso siguiente, sin necesidad de autorización previa del Ministerio de Educación Nacional, pero en ningún caso antes de que transcurran treinta (30) días del examen final, salvo para los estudiantes de último año, conforme se establece en el artículo5º del presente Decreto.
