Artículo segundo. Excepción hecha de las funciones a que se refieren los artículos anteriores, que continuarán siendo ejercidas por la CVC y la CAR en sus respectivas obras de jurisdicción, el HIMAT ejercerá las funciones del mismo carácter en el resto del territorio nacional.
