Art. 4.º No habrá créditos suplementales ni extraordinarios votados por el Poder Ejecutivo. Guando haya necesidad de votar un gasto imprescindible a juicio del Gobierno en receso del Cuerpo Legislativo, y no habiendo partida votada ó siendo ésta insuficiente, se tomará para ello la cantidad necesaria de la que al efecto se incluye en el Presupuesto para suplir les deficiencias que ocurran. De esta partida no se hará uso sino por el Consejo de Ministros, y en cada caso se instruirá el respectivo expediente conforma á la ley.
