La designación de Registradores Distritales no podrá recaer en quienes hayan sido elegidos para cargo de elección popular o hubieren actuado como miembros de directorio político en los dos (2) años anteriores a su designación o sean parientes ellos o sus cónyuges del Registrador Nacional del Estado Civil o de alguno de los miembros del Consejo Nacional Electoral hasta el cuarto grado civil de consanguinidad o segundo de afinidad.
