ARTICULO 71 . Irregularidad en las notificaciones. Sin el lleno de los anteriores requisitos no se tendrá por hecha la notificación ni producirá efectos legales la decisión, a menos que el investigado o su apoderado, convenga en ella, se refiera a la misma en escrito posterior o utilice en tiempo los recursos de ley.
