La Nación, mediante la elaboración de un plan de cinco años, construirá en Ipiales las siguientes obras: ampliación y rectificación del acueducto y alcantarillado; pavimentación de las calles y plazas y de las vías que conducen a Las Lajas, San Luis y Rumichaca; rectificación, ampliación y afirmado del Aeródromo "San Luis"; ampliación y dotación eficaz del Hospital de San Vicente.
