Art.2. o El Presidente del cabildo, o del Concejo municipal en su caso, ejercerá las funciones que la lei de elecciones le atribuye, en el distrito de mayor poblacion; en los demas distritos que forman la ciudad o villa desempeñará estas funciones el juez parroquial; i cuando hubiere mas de un juez el cabildo ordinario designará el que debe desempeñarlas.
