Los responsables del impuesto sobre las ventas por artículos gravados, cuya tarifa sea inferior a la de los correspondientes costos y gastos de producción, venta y administración, podrán solicitar la devolución del saldo crédito en la forma establecida para los responsables del impuesto que tengan ventas exentas.
