Hasta el 31 de diciembre de 1994, las organizaciones y comunidades de que trata el presente Decreto, podrán presentar sus programas o proyectos directamente al Fondo DRI, cuando los respectivos departamentos no hayan creado y consolidado las Udecos y los Comités Departamentales de Cofinanciación.
