Reconócese, a título de compensación por inversiones hechas por el Municipio de Cartagena en las obras previstas en las Leyes 117 de 1936, 5ª de 1940 y 107 de 1946, y a favor de su Tesoro, la cantidad de tres millones de pesos ($ 3.000.000.00), moneda legal, que se entregarán al Municipio en diez (10) anualidades sucesivas a razón de trescientos mil pesos ($ 300.000.00) en cada vigencia fiscal.
