La Nación, los Institutos o establecimientos públicos harán conocer oportunamente las condiciones de la licitación o concurso por medio de avisos en la Prensa. Entre la apertura, que coincidirá con la publicación del primer aviso y el cierre de cada concurso o licitación, mediará un lapso no inferior a quince días hábiles.
