De conformidad con el artículo 5° del Acto Legislativo número 3 de 1910, declárense de utilidad pública las obras necesarias para el uso y aprovechamiento de las aguas del lago de Tota, con el fin de producir fuerza, proveer de agua a los Municipios de Sogamoso, Firavitoba, Iza, Cuítiva, Tota, Tibasosa, etc., y establecer el regadío científico en las comarcas aledañas y circunvecinas.
