El Gobierno de la Nueva Granada dictará los reglamentos que deben nacer de la concesion de este privilejio, necesarios o convenientes para impedir el contrabando, i acordará con los empresarios las medidas i precauciones que le aconseje la prudencia para poner el pais a cubierto contra las pretensiones de cualquier poder estraño.
