Para contratar con el Gobierno, de acuerdo con esta Ley, deberán llenarse previamente los siguientes requisitos:

Comprobar que reúne las, condiciones establecidas en el artículo 1º y 2º de esta Ley.

Que las oficinas principales de la compañía funcionen en la capital de la República y sus estatutos hayan sido sometidos a la aprobación del Gobierno Nacional, y

Que los libros, cuentas, balances, etc., de la compañía sean sometidos a la revisión y aprobación de la Superintendencia Bancaria o de la entidad que se cree para controlar el funcionamiento de sociedades anónimas.
