° Los gastos mensuales por material los autorizará previamente el Ministerio de Hacienda y Crédito Público, y con tal objeto el Administrador le enviará cada mes un presupuesto de los que deba hacer en el mes siguiente. Si ocurriera la necesidad de un gasto extraordinario y urgente, el Administrador podrá hacerlo siempre que el Comisario le imparta su aprobación.
