Los productores de gas natural podrán disponer libremente de las reservas de este recurso energético para el intercambio comercial internacional y podrán libremente ejecutar la infraestructura de transporte requerida. El Gobierno Nacional establecerá los límites o instrumentos que garanticen el abastecimiento nacional de este combustible, respetando los contratos existentes.
