º El artículo 5º del Decreto 456 de 1988 quedará así: "Todo desembolso requiere que se haya perfeccionado el otorgamiento de las contragarantías exigidas. "El Ministerio de Hacienda y Crédito Público podrá en cualquier tiempo exigir que previo a cualquier desembolso se haya expedido por la Dirección General de Crédito Público una certificación sobre el cumplimiento de las contragarantías exigidas y/o de las obligaciones señaladas en el artículo 3º del presente Decreto. Así mismo, podrá solicitar a la entidad prestamista la suspensión de los desembolsos cuando la entidad prestataria haya incumplido cualquiera de las obligaciones previstas en el citado artículo".
