Vigencia y derogatorias . El presente decreto entrará en vigencia a partir de su publicación. Deróganse todas las disposiciones que sean contrarias al presente Decreto, en particular las contenidas en los incisos primero y segundo del artículo 5º del Decreto 1406 del 28 de julio de 1999.
