Art. 16. En las Escuelas normales tanto de hombres como de mujeres se enseñarán las mismas materias de una manera fundamental, así : Lectura correcta y Declamación, Doctrina Cristiana, Historia Sagrada, Gramática Castellana y Ortografía, Aritmética, Geografía General y particular de Colombia y Pedagogía.

En todas las Escuelas se harán ejercicios gimnásticos.
