° No se abrirá crédito extraordinario para los gastos siguientes:

1.° Para acometer empresas, comprar fincas ó construir edificios ú obras obra de naturaleza semejante.

2.° Para pagar sueldos ó viáticos de empleados no reconocidos expresamente por la Ley; y

3.° Para el cumplimiento de contratos celebrados por el Gobierno autorizados expresamente por la ley, á no ser que se trate de asuntos expresamente por la Ley asuntos de tal manera urgentes que no puedan aplazarse hasta la próxima reunión del Congreso.
