Artículo quinto. En la distribución de las partidas globales destinadas a atender el pago de sueldos, la nómina mensual que se señale no podrá exceder de la duodécima parte de la respectiva apropiación, a menos que ésta se haya establecido para el pago de asignaciones por sólo unos meses del año.
