Art. 4.° De los empleados comprendidos en el Departamento de Justicia, solo gozaran aumento de sueldo los Magistrados y empleados de los Tribunales de Distrito Judicial y los Juzgados Superiores y de Circuito con residencia en las cabeceras de Distrito Judicial. Este aumento será de 20 por 100, sea cual fuere su remuneración actual.
