Art. 31. El impuesto sobre los cigarrillos, á que se contrae este decreto, se cobrará de acuerdo con lo dispuesto en el artículo 204 de la Constitución. En consecuencia, seis meses después de publicado el presente decreto, empezará la recaudación de aquel impuesto, y el arrendamiento se hará con dos meses de anticipación por lo menos.
