Esta ley rige a partir de su promulgación. No será aplicable al Referendo convocado por la Ley 796 de 2002.

Parágrafo

El porcentaje de los descuentos a que se refieren los numerales 7 y 8 del artículo 2º, y el artículo 3º de la presente ley, será de la mitad durante los años 2003 y 2004.
