Solo podrán presentar y ejecutar programas o proyectos de inversión a los que se refiere la presente ley, las entidades que hagan parte del Sistema Nacional de Ciencia, Tecnología e Innovación, de conformidad con lo establecido en el artículo 20 de la Ley 1286 de 2009 o la que la modifique o sustituya.
