Tan pronto como éntre en vigencia esta Ley, procederá el Gobierno a ejecutar por administración directa o delegada, o por medio de contratos, aquellas obras que requiera el Puerto de Buenaventura para adoptarlo a las exigencias del comercio y de la navegación. Para el cumplimiento de este mandato el Gobierno tendrá en cuenta lo preceptuado en el artículo 3° de la Ley 77 de 1912 . Los contratos que el Gobierno no celebre en cumplimiento del este artículo, no necesitan de ulterior aprobación del Congreso.
