Si por ninguno de los medios indicados se emprendiere la construcción del citado ferrocarril, el Gobierno Nacional procederá a construirlo, en el menor tiempo posible, para lo cual podrá contratar un empréstito, nacional o extranjero; pero tanto el contrato de construcción como el empréstito deberán ser aprobados por el Congreso.
