º . De la expedición . Previo el cumplimiento de las obligaciones tributarias y verificada la vigencia de la póliza del SOAT, el responsable de la Hacienda Pública Departamental o del Distrito Capital, expedirá la calcomanía directamente o a través de concesión. Esta expedición se podrá hacer en forma individual o en asocio con uno o más departamentos o con el Distrito Capital.
