Recibido el expediente en el Ministerio de Hacienda, se aprobará la concesión del usufructo, si los hechos en que se funda la petición estuvieren plena y legalmente comprobados, y si se hubieren observado debidamente las formalidades establecidas por este Decreto. Luego se devolverá el expediente al Gobernador, Intendente o Comisario, para que se cumpla la Resolución del Ministerio. Si la comprobación no fuere satisfactoria, o se hubieren pretermitido en ella algunas formalidades, se devolverá el expediente, a fin de que sea complementado o reformado y elevado nuevamente al Ministerio.
