Para atender a los gastos que demande el suministro de asfaltos con destino a la pavimentación de carreteras nacionales, de conformidad con las autorizaciones de la Ley 175 de 1938 y con los contratos celebrados con la Tropical Oil Company, de fechas 9 de agosto de 1943 (Diario Oficial 25430 de 27 de diciembre de 1943), 1° de septiembre de 1945 (Diario Oficial 25968 de 24 de octubre de 1945), 3 de mayo de 1946 (Diario Oficial 26239 del 24 de septiembre de 1946), y 12 de agosto de 1948, $ 145.038.37
