DE LA EXPROPIACION DE ACCIONES PRIVADAS . Si los particulares no se avinieren a la venta, el Gobierno mediante resolución ejecutiva ordenará su expropiación a favor de la Nación. De igual manera se procederá cuando el propietario se abstuviere de formalizar y cumplir la negociación acordada o dilatare injustificadamente tal cumplimiento. En la expropiación no se podrá pagar por las acciones o cuotas sociales una suma mayor al valor de las mismas en libros, en bolsa de valores o en las declaraciones de rentas de sus titulares, a elección de estos.
