La Policía Cívica de mayores para efectos de control y dirección funcionará preferencialmente en las capitales de los departamentos de Policía y Policías Metropolitanas y en aquellas ciudades donde las circunstancias lo permitan, previo concepto de la Dirección de Participación Comunitaria, a solicitud de los respectivos Comandantes.
