En ejercicio de la facultad conferida por el 289 del Código de Régimen Municipal, los Concejos Municipales, a iniciativa de los Alcaldes, procederán a crear en la estructura de la administración una dependencia destinada a organizar la Guardia Cívica Local, y en la planta de personal del municipio, el cargo de Guarda Cívico.
